Vent on roof - and chimney leak

I had ocassion to go on the roof because tenants noticed top of non-working fireplace was damp on one side and there a watermark on the ceiling nearby.  I saw that my roofers had placed discarded roof material on top of chimney so water would not go down.  However, Irene found her way around this and water had gone inside the chimney (hence damp patch at top left and watermark on ceiling).  I also noticed that there is a vent near the exit hatch that previous tenants put a plastic bag over.  Perhaps there was a leak into the closet below at some stage because the pipe just below the vent does not align with the pipe that comes up through the house.  Does this need to be kept open?  I researched and saw this may have something to do with the sewer.  Are there specific covers I can have installed on both chimney and vent (for sewer?).  If so, can I purchase and install myself?  Clearly, I am not well versed in roof matters at all!

I called A&A Chimney on Friday eve.  Andre came on Sat. to take a look and said that he will cement the chimney.  He is coming out today to do the work.  Very efficient.

Sounds like a sewer vent stack. Yes it needs to be open. If this is typical 100 year old cast iron there may well be a crack at the joint in the ceiling below or in the pipe itself. The caps for the pipes are commonly referred to as shanty caps and are made out of galvanized sheet metal. Good luck finding them at HD or Lowes ( Im not saying they don’t have them, just finding them & in stock). They are availiable in many sizes at Superior Tinsmith 282 6th Street in Park Slope (718) 499-0498\. Make sure you measure pipe O.D. before you go.

Yes, there are specific little roofs for those – HD & Lowe’s have them.  I’d take photos & measurements & show a sales clerk.  Depending on what materials they’re made of, you should be able to install them.
