Any advocacy other than DCA for contractor issues with multifamily property?

Since DCA only takes complaints from 4 family or under contractors, who helps consumers who own multi-families and have issues with a contractor? I need some advocacy and assistance getting a contractor working on a 6 family to finish the job quicker and to pay his subs so they finish their work.
