When is licensed plumber required?

I own the (mixed use) building. In the past I had the work done without permit and everything seems fine a year later. But now I am thinking of doing several bathrooms and wonder if my insurance will cover after the fact problems or problems on the job without permit.

I have been told that simply remodeling a bathroom and replacing the fixtures without relocating them does not require a permit or a licensed plumber. Is this correct?

Also I would like to add a shut-off valve that turns off water to the entire bathroom. Does this require a licensed plumber?

I would like to install a valve in the basement that allows me to shut off part of the building without affecting other parts. Again, does this require a licensed plumber.

The fixture replacements do not. The other two items do requitpre permits and a licensed plumber. Is this your own home? I wouldnt bother getting permits if it were mine. These are jobs that are going to be farmed out to whoever works for the licensed plumber. The shutoffs may have to be installed to shut off water to more than just the bathroom depending upon the accessibility of the pipes.
