Building water pressure

Ever since I moved into my apartment 2 years ago, I’ve dealt with the water turning off completely or slowing down to a trickle, and always at the worst times (ie. mid shower). My landlord has yet to fix anything, and blamed everything on being on a hill and now tells me the city is limiting water pressure to buildings. I realize he’s totally making things up, but has anyone else ever, EVER heard of such ludicrous reasons for an apartment going without water for anywhere from 5 minutes to over an hour?

We have a couple of places in Bushwick where water pressure goes way down on hot days. But that’s due to kids opening up hydrants; it shouldn’t happen all year.
