Heating / Plumbing question

I hired my plumber in the summer to get a new heating system working. We had a plumber that started the work pipe work but did not finish it. The new plumber got the heating running but it is not producing enough heat. He did NOT follow design per the mechanical engineer. Then he went on vacation and there is no one at the company that can fix the issue until he is back I dont know when. What are my options? The contact says get heat working. Can he use the old plumbers work as an excuse for the heating issues? I already paid him for the heating work since it turned on.

When new plumber takes over the job from previous plumber, he has to submit supersede letter to DOB and redo permit on his name. And he takes all responsibilities for previous work. So, no, no excuses. New plumber bought this job completely.
