The funniest stories of dispensations occured a few years Ago when St. Patrick’s Day fell on a Friday in Lent and there were all these dispensations being given out to eat meat. With many of them however, the dispensation was only valid if you performed certain indulgences AND only in your own diocese. So if you were in a diocese in Iowa and went to the St. Patricks Day parade in NYC, the dispensation was null and void. It was all rather funny and absurd.
