The staff of large buildings are meant to be the contact points for utilities — Con Ed, phone, cable, National Grid, etc. That’s part of the point of the job. They have to be available for contact. How they choose to be available — cell phone, lobby desk phone, text, email, is partly their choice, but they have to be available.

cyclists on cellphones are the worst – they’re literally transformed into slow mindless zombies on bikes.
