Partial tear down of roof - can I pull down two layers for one to rebuild on
My understanding is that in New York it is illegal to put more then two layers of asphalt shingles on a pitched roof. My parents house is from the 1950s and is a solidly built brick house but I count three layers of shingles on one side of the roof and four on the other. The side with four layers is still good since it was done less then a decade ago but the other side has sprung several leaks. I am extremely short of cash these days. Can I tear down the bad side to the first layer and then put a second layer on top? I don’t want to go down all the way to the foundation because I don’t want to open a can or worms I cannot afford to fix. There might be asbestos or the need to rip out some of the foundation beams if it is not in good condition. I know this is much the preferred way but I need a quick inexpensive fix that will last a few years and is legal. Is this idea feasible?
