Does Anyone Have Experience Dealing With Leak Around Rooftop Ductwork?

Maybe it’s not the roof.   I have an old package unit  that leaks through the supply right under the unit.  In my case I think some sort of insulating cover blew off the unit in one of the tornados or hurricanes and now the tenant get’s leaks depending on which way the wind blows when it rains.

We’ve had a confounding leak that appears around the return vent on the top floor of our brownstone.  There is a rooftop package unit and exposed duct work on the roof above where the leak appears on the ceiling.  We’ve already had 2 different roofers try to repair the leak, including wrapping the ductwork with roofing material, but nothing has worked.  We’re ready to put on a new roof as a last resort since repairs haven’t stopped the leak but for all I know the rain is somehow finding its way through the seams on the ductwork.  Has anyone been through something similar?  Thanks.
