DCB, I suspect they prioritize streets based on need, yes. And that those cleaning the streets are probably more able than those who don’t, though that’s probably a technical advantage more than anything.
But I could be talking about NYC on that front as well, what with all the people assisting the infirm in shoveling snow and the attempts to get ambulances out first.
Of course, that’s all sort of silliness, as the meaning of the phrase depends on how you define your terms.
Off-topic a bit but on the overnight train to Boston last week (it left at 2:40 am) I went to the cafe car at 3 to finish reading the paper as I had taken a disco nap and was wide awake. Some people came in and were standing around; I didn’t pay much attention.
I had my headphones on when I heard “But I didn’t do anything!” I looked up and realized the group was actually two conductors and a young man. Apparently the young man had harassed a sleeping woman in some way.
Conductor: “I work for the federal government.”
Young man: “And you think that makes you better than all of us??”
Then they made him get off the train at Stamford at 3:20 am. The station seemed to be totally deserted.
Or perhaps they’re communists, and everybody gets their street cleaned a little bit. Which seems to be what new york is clamoring for.
