But after so many years of different management initiatives they become frustrated – not being able to teach as they believe is best – but being dictated by whatever trendy method the current/new administration (by way of public) thinks is ‘in’ this year.

Generally, in the free market, you get paid based on merit. I know there is the odd exception, but you can’t compare it to a union environment where everyone makes the same no matter how good or bad they are.
