Trivialize my approach if you wish, but the only social program in which this concept has been applied is welfare (thanks to the welfare reform act passed under President Bill Clinton). Despite the chicken-little predictions about “millions” of children hungry on the street, the reform accomplished exactly what it set out to do: a) it has become a safety net, not a way of life; b) millions of people were incentivized to move off the dole and onto productive lives and c) all the divisiveness that this program used to create has dissipated.
If we applied the same concepts to health care, housing projects and other current social programs, it would be a huge step forward for this country.
