Landmarks - Window Replacement Application

Anyone have any recommendations for someone to help file the paperwork to get Landmarks permission for replacing windows in a Landmarked district. I believe that in theory you can do it yourself, but I’d rather hire someone. How long does it usually take from start to finish.
