How / who to fix a bubbling wall?

I have an apartment with an inside wall whose Sheetrock is bubbling. The rain or moisture seems to be coming in from the outside. This is only happening with this one wall. How do I best fix this? Who can you recommend? How much should this cost? Thanks for your thoughtful response.

Are you sure that fixing a problem that originates outside of your apartment (be it a rental. co-op, or condo) is your responsibility?

If during heavy rains you have water cascading down your rear facade, the water is almost certainly making its way through the wall. Cascading water could be the result of an inadequately sized or blocked gutter or downspout – or a cracked or leaking downspout. You should observe what’s happening during a heavy rain. Also – some re-pointing may be in order. I had a cracked downspout that was wreaking havoc – especially because when my rear facade was re-pointed, the contractor didn’t re-point the area behind the downspout. I had a different contractor remove the downspout, re-point the wall behind it and install a new downspout. The water infiltration has stopped as a result.

First you need to work out where the water is coming from and fix that. Is it that the leader (the drain pipe from the roof, carrying rain water) from the roof is broken, leaking? Is it that the masonry on the outside of the wall needs pointing? Is it that the roof drains are blocked at the roof and overflow through the top of the wall, inside between the inner & outer brick wall and finds its way out in your apartment? Call a waterproofing contractor to find where the water is coming from, once that is fixed, then call a plasterer/painter to fix the inside.
