Rubbish removal question

A house on our block was recently sold and the new owners are gutting it-everything has been coming out, down to framing and pipes. The demo company was using a constantly running garbage truck that crushes the contents after a few trash cans worth were put in, unbagged. The dust from this was insane and after several neighbors complained to them (or higher ups?) they hooked their hose into the hydrant to start hosing down everything. This went on for 4.5 days until 4:30pm in the afternoon. A few of us called 311 but never found anyone that knew if this is legal and one transfer to the DEP got a “it’s none of your business what they are doing”.

I think they are done but I’m really frustrated at how they did a lot of things, like illegally closed the block for days since they couldn’t find parking (a cop neighbor was able to verify they had no permit for this), the dust everywhere, and I doubt they had a permit to run the hydrant for hours multiple days. If crushing unbagged (probably untested) old debris is illegal, is there any way to report this after the fact? Seve ral neighbors apparently reported it midweek and were told to give the address where truck was, which was in front a house far from the job site. An inspector came early one morning to that address and whoever answered the door didn’t realize what was going on, let the inspector see there was no construction there, and the case was closed. I realize people can do work on their homes, but I’ve never seen demo materials removed this way (usually it’s a dumpster or a dump truck, neither idling all day for a week).

The dot issues road and sidewalk closure permits. I suspect they may be the people to talk to. We had to close a sidewalk in manhattan once and i spoke to the dot on the phone and they were helpful.

Some of these agencies that are not bombarded with daily complaints – the dot and lpc for instance- can be very helpful and patient on the phone. They sound “lonely” when compared to a 911 operator.

If no luck with 311 etc, go round to your local Fire House & talk to them. They do not like roads blocked nor do they like their Fire Hydrants used & they can normally get the DEP there quickly if they suspect asbestos etc.

311 or DOB is the agency to call when it’s happening. It’s not legal to use the fire hydrant nor to park and run a truck all day.

I get the frustration but what are you really looking to get out of reporting this? I would move on.

We know the name of the construction company and the demo company, and I think folks with outdoor cameras might have some of this on film.
