How many meters do we need?

We own a legal 2 family (yes, with a C of O) in NYC, ConEd territory. We currently have two electric meters, each with a 60A service entrance (yes) and 100amp breaker boxes, as well as one gas meter, which is on one of the bills; we currently have gas heat and hot water but electric stoves and dryers. The electric meters are both inside of a large electric cabinet on a wall in the lower floor, which makes the space there tight. We live on both floors, and intend to do so for the long term. We’d like to upgrade service in order to install solar and maybe down the road to have an electric car. Do we need to keep two meters as long as we have the two family C of O, or can we change it to one as long as we don’t have separate tenants? And/or can we change to outdoor meters to at least free up space and maybe only use one breaker box and leave the other meter basically unused?
