DEP Notice from the City: Urgent Replacement of Lead Water Main

I recently received a notice from the city requiring me to replace my lead water main, which came as a surprise since I wasn’t aware it was lead. Understanding the urgency, I spoke with my neighbor who had a similar issue and recently had their water main replaced by Harris Water & Sewer due to a leak. They discovered it was lead as well.

If anyone has recommendations for a reliable company to provide a quote for replacing my lead water main, please let me know. Time is of the essence, and I’m eager to get this done. Thank you!

This is Brett from Harris Water Main & Sewer. Apologies for joining the conversation at the eleventh hour, but a friend suggested that I share some insights.
@Brownstone Home Inspection, I fully agree with everything you’ve mentioned. These discussions are exactly what we often deliberate behind closed doors. I’m happy to continue this conversation offline and delve deeper into the specifics.

Regarding determining whether a line is lead or copper, unfortunately, it’s far from a perfect science. We frequently encounter situations where a pipe appears to be lead from the inside, only to discover it was a repair done, possibly to expedite a property sale by a developer or due to an illegal repair by a previous owner to fix a leak. There are several other variables we consider to reach a professional opinion, but without excavating the street and sidewalk, no one can definitively confirm the pipe’s material.

Regarding city “fund upgrade” for lead water mains, there’s a lot to discuss that may not be suitable for this forum. I’m happy to discuss these details offline.

For the record, Harris Water is more than happy to conduct an analysis, gather all pertinent information available to licensed plumbers, and provide a detailed report on our findings regarding the composition of your pipe.

@dudeonocean: sometimes when i see a copper main coming into the house, i tell the client it is copper here and that should be they changed the line out to main in the street but ultimately we do not know if somebody was playing some sort of game for some reason (i can think of a few reasons) where they changed it out into the yard but not to the road.

people do “weird” things in buildings which sometimes make sense when we listen to their reasoning but most of the time was being done to save money and those kinds of fixes often screw things up for everyone else who comes along later.

The map that bobjbkln referenced is the map that i mention someplace below and that map has mistakes. it can not be relied upon. I do not rely on that map; i walk into the basement and look at the main where it comes into the house (and i still question whether someone could have changed that in the house but not out to the road).

Homeowners are often at a loss for information about their houses because they often rely on faulty third-party information. they rely on contractors who are trying to sell jobs and make money as opposed to trying to figure out what the customer needs, they rely on epa information that was probably gathered by someone making $11 an hour, they listen to people who can’t name three types of primers and tell you under what conditions they should be used but they call themselves painters; i have been dealing with misinformation in buildings for decades and the only way to verify anything is to go and look at it yourself or have someone who would rather look a customer in the eye and tell them “I do not know” look at it than give out bad information.

calling a home inspector like me to your house for one simple thing is not worth the minimum charge i have so i do not market myself to look at little things like this. if someone called me and asked me to come look at the water line, i would ask them to scratch it and send me a picture and tell them over the phone. the minimum sort of thing i go out for is a roof inspection. I am also a licensed NYS DEC termite inspector (technician). if someone has a list of things like the roof, water main, condition of wood structural elements in the basement, it might be worth it to give me a call to look at it all.

please see a recommendation on me that was put here last night or this morning under a post by MWS2112. That person called me and i admitted to her that i might no be able to arrive at accurate conclusions without consulting other people (contractors). i told her i do not mind doing this for her, but i felt she would be wasting her money on me and can probably do as good of a job on her own and i told her how to proceed. I do not mind helping people but i do have a minimum to leave my house.

cate, they are not looking at the waste pipe. they are following the line coming into the water meter back to where the main comes in from the exterior (cellar) wall. You do not need a plumber. i know what lead looks like (scratch it and it looks like silver (and check this with every home inspection). when it is fresh and unoxidized (where scratched), it looks like polished sterling. Copper is reddish or a red pink. the lead is also connected to the line in the house with a bulbous like connection (usually).

also, the dep maintains a list of houses on the internet with lead lines. or the status on each house (lead or copper). but i do not rely on the list because it has been wrong.

FYI: the city is in fact offering to partially fund upgrade of these lines but only in certain zip codes. i wanted to come back on here and speak a little about the lead lines, but when i heard that the city has singled out certain zip codes for help, I realized that once again, the administrators of these programs are neglecting the fact that there are people who have health issues and need financial assistance in ALL zip codes and i got so mad that i stop reading and did not want to think about this issue at all.

Turns out, the program had actually ended, and it was just a trial! I was frustrated seeing it still advertised online. I ended up hiring a private company that didn’t do a great job—it was a really bad experience, and I won’t name them. I missed out on hiring two other companies that seemed way more professional and experienced and it was all because they were $300 cheaper! I hadn’t met with Safeway as mentioned before, but I did talk to Harris Water and should’ve gone with them. I also met with Big Apple Plumbing, who seemed really good. Lesson learned!

Oh well, I was afraid it might be too good to be true. Still worth checking, I suppose , but wstaubs34 is probably correct. I think there may be somw jurisdictions where water mains are the responsibility of thw municipality ot water utility, bit not in NYC. :-;

After receiving a notice from DEP last year, I reached out to my brother, who works there. Qualifying criteria are stringent, focusing on low-income households with young children, among other undisclosed variables.

I called Figliolia Plumbing, only to find they had gone out of business. Safeway Water and Harris Water were my next calls. Eventually, I chose Harris Water to replace my pipes for the same reasons mentioned by simpkins1970

Wow, Bob, what a find. I’ve never heard of that city program before. That’s incredible. You could save $10,000 or more — replacing the line can cost upwards of that. Then having to redo the sidewalk and potentially front yard paving can also be pricey.
