Hot water heating system in four story house

what kind of radiators…are there any ballvalves or thermostatic valves installed on the radiators…is this a recent condition or is it your first heating season withe system?

The radiators on the second floor are not working while all others are. The valves have been bled to no avail. Any ideas what can be done?  Thank you
