Does a landlord need to obtain a work permit to break though walls, replace pipes throughout building and install new boiler?

if there alterations to gas line, then plumbing permit must be obtained by a plumber. As per boiler, filing with boiler division is necessary in certain cases, lets say, if this is commercial property, or how many apartments, or even what type of the boiler is being installed.Your plumber will know.

Permits would depend on what type of building it is, how many family, what type of system and whether or not the previous boiler was originally installed legally with permits. It is easy to tell if landlord/licensed plumber has submitted to DOB. Check your block and lot for open alterations.
Should take about five minutes.

Licensed plumber will need to submit application for boiler replacement to Plumbing DIv., and will normally require two inspections, regular plumbing and separate boiler inspection.
Piping up in units, not so much.
