As per boiler, filing with boiler division is necessary in certain cases, lets say, if this is commercial property, or how many apartments, or even what type of the boiler is being installed.Your plumber will know.

Licensed plumber will need to submit application for boiler replacement to Plumbing DIv., and will normally require two inspections, regular plumbing and separate boiler inspection.
Piping up in units, not so much.

It is easy to tell if landlord/licensed plumber has submitted to DOB. Check your block and lot for open alterations.
