Duplex heating in the winter/air circulation

Then yes, try a ceiling fan. Maybe in the hallway at the top. Note that they revolve in both directions that can be changed and one of them primarily forces the air downward. Or maybe just a small fan on the floor at the top of the landing? Assuming you enter on the parlour floor level, make sure the door is properly insulated on all sided, top and bottom.

Does anyone have a good idea how to prevent the upper floor becoming a sauna and the lower level being too cold? Do ceiling fans upstairs work?

Probably more info is needed. Steam, hot water or forced air? Any zones? Does the system heat only this duplex apartment? But yes, ceiling fans may help but really only circulate air.

It is a central air system that has top and bottom of the wall vents.

You can close off some of the ducts going to the upper floor (assuming the furnace is below the lower floor) . This can be accomplished as easily as putting a piece of insulation at the damper or in the duct or actually installing a thermostatically controlled duct damper (by an HVAC guy). Usually though (with the furnace below in the cellar) it’s the opposite situation…not enough heat gets to the furthest point away, the top floor.

Its more of a air circulation issue, as hot air raises, it gets really warm upstairs and close to no air is on the parlor floor as air goes up the staircase.
