Looks like old multiple layers of paint peeling off a wall. The sort of thing you see in a lot of older buildings. Could be result of condensation but oftentimes isn’t. Doesn’t look “structural.”

I agree with dave. Moreover, the usual problem with underpinning is when it is NOT done. The point of underpinning is to stabilize the wall above it.

we are all well aware of why you think this is happening and honestly, as we have all been telling you for months now, nobody thinks that what you think is happening is actually happening.
you didn’t miss your opportunity to complain to DOB, if you believe work has been done without permits being pulled you can call and report. you will need to pester DOB, but i don’t anticipate that being a problem.
the picture you uploaded looks like years of paint and plaster that has become dislodged probably because of whatever they are doing over there, clearly they’re doing something, but, as others have said, doesn’t appear to be structural. that said, contact the structural engineer you have already been in touch with to review the new condition.
I don’t know what more you expect to get out of these posts. You have gotten some good advice but at this point you are not being taken seriously and frankly continuing these posts is just going to opening yourself up to further ridicule which can’t poss ibly be helpful to you. Talk to your lawyer. Talk to the architect. Talk to the engineer. If you anticipate a lawsuit, document document document.
