Stainless Steel Chimney Liner--Permits, Design Drawings Needed?

Hi All,
First time posting here. I am owner of one family row house, three stories with 1950’s terra cotta clay chimney liner going to a gas fired boiler. Chimney company video taped the inside of chimney and we see evidence of spalling, pitting and other imperfections. I’ve been informed by chimney company that I will need to hire an engineer and file drawings with DOB to obtain permits to install a stainless steel liner which they recommend. This may be true for multi-families doing oil to gas conversions which may not have had a previous liner, but does DOB require permits for single family already using gas and adding liner inside existing liner? The current chimney inside diameter is over-sized at 11 1-2“ but liner will reduce to 6” which is I’m told is appropriate for size of building and boiler. Any info would be appreciated.

sadly, what used to be a $3000 job has been complicated by the DOB about 2 or 3 years ago…chimney companies are no longer allowed to provide an affidavit of work…an engineer must submit drawings, inspect, etc. If your boiler is under 350,000 btu and never filed, you may find another company willing to line without the addtl expense

This is news to me, we had similar work done a year ago. Our clay had cracks and installing the stainless steel liner was quick. One thing you have to watch out for is what size of SS liner, you need to calculate the total BTU on all our units in your boiler room.
We got estimates from half a dozen of chimney companies and didn’t hear about getting DOB involve. Maybe this is a new process and I’m lucky?
