Hire an architect.  You need someone to control the contractor.  TRUST ME ON THIS, you wont regret it. If you need any help in getting someone of quality, let me know.  I refuse to Shill unless Im asked.

For a small renovation of an apartment (built-in cabinetry, some new lighting, new runtal heaters, new doors and baseboards, new closet work, total scope around $75,000), do you typically need to hire both an architect and a general contractor or can the architect perform both roles?  If the latter, how does that affect the architect’s fees?

None of the work described requires an architect to draw and file plans, unless your new closet work requires demoltion of a wall.  Sounds like you can hire a GC and some subs for this level of work.

While we are getting all legal, a gc is registered with the DOB to build, or demolish whole buildings or add or remove more than 25% to existing buildings.  Though many contractors are generalists and are glad to be called GCs, what you want is an HIC, Home Improvement Contractor, licensed by the DCA.  You are under no obligation to hire a licensed contractor, but your contractor is obligated to be licensed.  Get somebody who shows you a portfolio of things they designed and built.  I am a little busy now, but would take a look for future work.  You can find me in the directory under kitchen and bathroom remodeling.  Green Mountain

While an architect is not legally necessary, I would recommend at least consulting with one to get a clear plan for all of your work.  GCs and HICs are not usually designers and will look to you for exact instructions for all of the work.  An architect or designer can put together, fairly quickly, sketches and schedules for the work that will save you from making last minute decisions on site.
