What you’re missing is that it doesn’t matter at all whether it trades hands. Even if it doesn’t trade hands, the problem is exactly the same. The building goes into disrepair, it’s the government’s fault for forcing the owner to accept artificially low rent, and it is the height of madness to blame the owner for not putting money into the building.
you go to buy a used car. you find a pickup truck 30% below kelly blue book value. you do a carfax report and find out it’s had alot of problems and accidents.

sure we do – just search in the forum for “rent control” at all the wanna be real estate tycoons who think they can just buy a property with RC tenants (at a huge discount over market), and then simply boot them all out and make a killing!!
a property with all RC tenants costs significantly less than one with all market rate tenants. if you can’t figure out if you will be making enough money to operate the bldg, don’t buy it.

jackal — if you bought a RC building at any time in the last 30 years, you could not possibly have been surprised at your revenue stream or the cost of what was involved in maintaining the building to code. Government hasn’t done anything to you as an owner since purchasing — it was all set before you bought. If anything, you got a benefit at the margins when limited vacancy control was enacted.
