It’s a combination of parents and society tolerating bad behavior (in the guise, or fear, of not getting involved).
I doubt my son, or most of his cohorts, would behave like this, adolescent hi-jinks excepted. But to be fair,this is an age-old lament (“wasn’t like this in my days.) While it may be gradually getting more common and worse, there’s always a segment of anti-social society, and we accept it more nowadays.
A simple incident: bringing stollers (and cycles!!) into stores with aisles too narrow to support them. I always used to fold mine and leave it at the entrance..now what sort of example of politeness are these parents showing?
bxgrl, that is irrelevant in the context of politeness and civility. We rely on laws so much here, which are then never enforced, instead of doing the right thing. I doubt if there were a law requiring you to exit the back most people would comply.

You could always go into arbitration for collective bargaining.
