People pick how they want to be classified. As far as I can recall, in NY the parents identify the kids’ racial category when they first enroll them in school. In the census, no one checks up and says, wait, you’re not (black, Asian, hispanic, whatever)! Why did you check that box?
Because many people of Spanish-speaking origin tend to identify as Hispanic, it’s a standard category. Of course many would be categorized as white or black but they check how they identify themselves.
I speak and understand some Spanish and when I am in a group of people with many Spanish speakers, I make a point of mentioning that I can understand a lot of the Spanish conversations.

Filipinos have spanish names through colonization, but majority of them are not spanish. Some are mixed with it though.
