dibs — I haven’t read up much on the proposed law. Does it actually impose barriers, or merely extend discretionary authority to the president to do so? I seem to think it is the latter, but I could be wrong. So there are three checks left — the Senate, the President at the signing/veto stage [if it is merely a grant of discretionary authority, I imagine he signs it if it reaches his desk], and the president at the inmplementation stage. If prez gets the authority, I could see him keeping it in his back pocket and using the threat to jawbone China a little more.
Any word on the street as to what the market thinks exec branch will do with the authority if it becomes law?
