As I understand the nuances of the bill, as explained by a health care analyst, if someone who is not insured comes into a hospital, they will have to fill out the paperwork to become insured.
The hospitals and the pharmaceutical companies are the big winners here.
I suppose in that case I don’t understand why the emergency rooms couldn’t just send non-emergency patients home, if they choose not to be insured when insurance is available (because of the cost of determining whether a case is an emergency or not?? Can’t be that great).
Or whether the scale of that potential problem is worth the cost of building the enforcement mechanism for compulsory coverage.
