Real estate taxes pay for those “free” buses in the suburbs. Taxes out there are typically divided by those that pay for the schools and those that pay for all other services.
There is nothing free in life. That’s a mentality of entitlement that you don’t want to get me started on.

Last year when I had mono, a Rentboy who has become a friend was in town from LA and wanted to get together, but I was too sick, so he insisted on stopping by and bringing me soup and making sure I was OK. Don’t forget that students in suburban and rural districts get free bus transportation to school also.
And that costs quite a bit. Letting them ride free on trains buses that would run if they are there or not really is pretty cheap.
