    Identify the buildings you like and call management companies / landlords direct and ask if they have availability. Supers and doormen often know about upcoming vacancies as well. It’s a couple of weeks early for anyone to know much about 8/1 but now is a good time to do your research.
    If none of the above applies, you will be left using a broker. I have no idea if brokers are accepting less than 15% now. I doubt it but it’s possible.
