Take a look at Google Streetview. Calling this block undistinguished would be a compliment.
Snarking about this building’s ugliness on Brownstoner is an appropriate response. Using the power of the state to prevent it on aesthetic grounds – never mind what possible criteria you’d use to determine what would be compatible with its surroundings – isn’t.

WBer – I agree, the asymmetry is isnspired. If the windows were centered and the chimney and merlon were the same height, this would be a depressing hack job. But this composition is clearly the work of a slyly witty avant-garde genius.
