If you already have the storm windows, a handyman could do it. If you need to buy the storms, contact some window companies or google storm windows online. FYI you should also be sure the windows have been properly maintained, caulked, etc. (See the book “Working Windows” for more details.) As a last but quick and dirty resort, you can buy plastic made for this purpose to tape up on the inside (“window insulation” at Home Depot). You can’t open the windows and it looks terrible but it works wonderfully well.

Last year I looked into getting storm windows of some sort for three windows in my apartment because they were very cold and drafty despite being only 8 years old (and why are window frames made from aluminum, a conductor, anyway whenPVC is so much better?) After some research I decided to get some simple internal inserts from a company called WindowInsert (windowinserts.com) Part of the reason I went with them was because you could measure up yourself and didn’t have to have someone come round and measure for you. They were also inexpensive – about $100 per regular apartment sized window. They arrived very quickly in the mail and I fitted them in ten mins, very easy. They have made a big difference – much less drafty, and quite unnoticeable when in place. They seem a bit thin and flimsy, so I’m wondering how long they’ll last. I put them up again just last weekend, and they are still as good as new but I fear the foam gasket around the outside might crumble over time.
