insulating a skylight that goes up through attic

I had a typical brownstone old style skylight…18″ x 18″ shaft and the structure on the roof had vented sides. I covered the exterior sides on the roof with rigid insulation board and taped it all up with aluminum tape( I heard of others using bubble wrap which wuld work). As you are thinking, I installed 1″ x 1″ pieces along the bottom, interior part of the shaft so that I could put in a piece of plexiglass during the colder months (and take it out in the summer). The plexiglass does not however, meet fire code. It all worked pretty well to reduce heat loss

I just bought a place with a huge skylight that goes through about 12 feet of attic, and itself is at least 12 feet off the floor. It has virtually nothing between it and the roof now . . . just some flimsy corrugated plastic set in squares in a big wooden frame. I am wondering if having a piece of plexiglass cut to fit the wooden frame and edging it with foam or bubble wrap or something to make it fit nicely in the square hole in the ceiling and then setting the whole frame back in, with the little corrugated, decorative, light diffusing plastic squares would be at all effective in preventing the winter heating bill from literally going through the roof. I was told by someone in our city department of home efficiency, a program called Home Wise, that it wouldn’t help enough to matter.
