When is Licensed plumber and permit required?

I originally posted this under “Plumbing” but thought it might get more response here. Please forgive the duplicate.

I have been told that simply remodeling a bathroom and replacing the fixtures without relocating them does not require a permit or a licensed plumber. Is this correct? (Would also be replacing floor and tile.)

I would also like to add a shut-off valve that turns off water to the entire bathroom. Does this require a licensed plumber? And I would like to install a valve in the basement that allows me to shut off part of the building without affecting other parts. Again, does this require a licensed plumber.

Finally, what is an approximate typical fee for licensed plumber in NYC?

Installation of the valves in the basement is not a replacement of the fixtures. Also, there is a limit of fixtures quantity replacement without the permit.

Not applicable since there won’t be a permit. You see, no one is pulling a permit for replacing a sink, toilet bowl, bathtub or installing a damn 3/4″ ball valve. And if they do, they are throwing money away.

The scope of work you described DOES require a permit. Code is written in a way, that there is specific mention of work, not requiring permit. If work is not listed as not requiring permit, then permit required. In general, there is a set of required inspections and tests for any type of plumbing work.

The scope of work you described does NOT require a permit. Competency on the part of your plumber is another story. So go ahead and hire a licensed plumber but don’t worry about permits.

Adding valves does require a permit.
Why would you do plumbing work without a licensed plumber. That’s nuts. Don’t do any work without a licensed and insured plumber.

I own the (mixed use) building. In the past I had the work done without permit and everything seems fine a year later. But now I am thinking of doing several bathrooms and wonder if my insurance will cover after the fact problems or problems on the job without permit. And of course don’t want hidden problems in the walls.

Plus I am curious about the type of inspections done to verify the work, and how much of a delay there usually is waiting for inspector.

So, installing a shut off valve between the pipe coming out of the wall and a faucet’s water supply line requires a permit–interesting!

Simple repairs or direct replacement of existing faucets or fixtures such as toilets and sinks are considered cosmetic work and do not require a permit. Direct replacement involves work that does not alter or change the fixture’s hot and cold water shutoff valves or fixture trap.

OP, the work you are describing does not require an Alt-1 or Alt-2 permit or an architect. As for plumbing, in my humble opinion, having tried all sorts of things, it is almost always best and actually most cost effective to use a licensed plumber. (They are faster.) (Sometimes, though, in certain situations, you occasionally might want to use a general contractor.)

The work you listed requires plumbing permit. You would pay whatever plumber charges for its labor and materials involved, building department fees and expediter fee on the top of that. You can replace 2 plumbing fixtures without touching piping behind the wall without permit. But adding valves will require permit (limited alteration application, LAA).
