Sealing parlor entryway

I have a two family rowhouse that the previous family used as a single family. I decided to rent the bottom duplex and have tenants moving in two weeks who will enter at the garden level. My contractor put up a partition wall in the parlor floor hallway to separate the units and also put the parlor doors in which I planned to keep locked at all times. These are the only separations between the two units. I’ve tested noise levels and even when speaking at a normal level on the third floor it can be heard clearly in the front parlor room. Am I able to seal the parlor floor entryway with dry wall? My tenants would be able to exit at the garden level and through the backyard in an emergency but the parlor door entry would be closed off completely (no longer with just locked parlor doors). If two forms of egress are required, is that through the front of the house or just to the exterior. Any advice/suggestions would be appreciated.

I understand. I have spoken to others who have put up a wall in the hallway and kept the parlor doors in but keep them locked for privacy. I’m assuming that is illegal as well since there is technically no egress from the parlor floor to the public hall.

two means of egress are required from each floor. One is the front door and the other is usually the rear. Eliminating egress from the parlor floor to the public hall is illegal.
