Local Law 58/57 rules and what qualifies for accessibility waiver

We our renovating a coop apt, combining our current 1 bdr to the studio unit next door. Our original plans were to leave the bathroom plumbing in the same location, but to change the bath to a shower, update all fixtures surfaces, and create a wider door w/pocket door. At the final hour, due to DoB objections, our architect change the bath to relocate the toilet ~3 feet and sink and increase the width to comply with local law 58/57. The added cost and hassle of moving these plumbing fixtures is
