Switching Plumbers after permit has been pulled
My plumber started a job (actually is 90% done) but seems incapable of finishing it. A disagreement with the engineer about what needs to be included on the plans and if the plans need to be modified and resubmitted (even though the plumber had the DOB approved plans when he bid the job) has ground us to a halt. The plumber pulled the permits. If I need to change plumbers, what does that entail? Can the permits be taken over by a new plumber with the appropriate licenses? Do they have to pull their own permits? I know I will have a challenge to get a new plumber to, in effect, certify the work done by someone else, but I’ll cross that road when I come to it. Right now I am just trying to move the process along and get rid of a nasty violation. Thanks for your help, as always.

What is a Directive 14? Directive 14 ? 1975 authorizes an Architect or Engineer to ?sign off? the construction in place of the Department of Building?s Inspector. This legislation was necessitated by the fact that the volume of construction grew far in excess of the number of available Inspectors. The Buildings Department offers a Professional Certification Program which enables Registered Architects (RA) and Professional Engineers (PE) to certify that the plans they are filing with the Department are in compliance with applicable laws. Plans that are professionally certified do not go through plan review.

Approved plans have to have a stamp on it. Read what is on the stamp.

Thanks. The plans were submitted to the Hub. Is that the same thing as 1/014?

All you need is new plumber to submit superceed letter to DOB, and take over the job. Then he will get his own permit. You will need to give him permission to do it. New plumber of record assumes all responsibilities for whole plumbing part of the project. As a note, plumber has upper hand in design of the plumbing system over engineer’s opinion, except for water piping design. Seems your plumber knows what he is doing, and you do not need a yes man in this matter. Have engineer follow plumber’s directions and keep current plumber. Check if plans were approved under directive 1/014\. If they are, then plans were not approved by plan examiner and inspector can reject everything at the time of inspection.
