Boiler issues: inconsistent hot water, low pressure, dirty water

We are in a 7 unit coop experiencing lack of hot water, low water pressure and dirty water. Also, top floor seems to have air in pipes with faucets sputtering when turned on. We believe this may be a problem with the mixing valve. Is the air in pipes connected to hot water issue? We called the city regarding the sludgy water but they found nothing in the area. We have a Smith cast-iron 19A-6 Dual tankless heater.

sounds like the aquastat or mixing valve needs adjustment.no way you should have to turn off the recirculating pump

We have had the lac k of hot water on an off for about a year but it has become more frequent over the last 2 months. We turned off the circulating pump and now have hot water on call (after running for 10 mins or so).

is this a recent development? what is the aquastatat setting on the domestic coils ?
