Pulling Permits - who should do it, how much?
Just received DOB approval on a condo combination (in Brooklyn) project and learned our expeditor’s contract did not include pulling the permits? Who should do this? What should it cost? How long will it take?

I usually pull my own permits through my expediter. As soon as my contract is signed, as long as everything else on the DOB list of required items prior to permit is taken care of, we pull our permits the same day. My subs (electric/plumbing) pull their permits. However, sometimes the client’s team has already included the cost. Either way, I expect the client to cover the cost as part of administration. Typically it is built into my fee and called out in my contract.

This takes a few minutes – if insurance is up to date. I do it myself. It is too easy to bother paying an expeditor. Even before I knew how, I had to go back and fill out a form, and it took an hour. Either a Home Improvement Contractor (HIC) licensed by the DCA, or a GC registered with the DOB can pull a permit, but they have to have workers’ comp insurance. The permit expires when the insurance expires. The contractor should not expect the DOB to know that they renewed the policy. The contractor has to prove it to the DOB.

Permit is a permission for contractor to do the work. Each contractor has to get his own permit. If contractor does not do it, find the right contractor who knows what is he doing.

We work with several expeditors, they all exclude permits from their standard fee, but have a standard extra (it varies from $300-$500) charge for doing so. They leave it off the standard fee because contractors often pull their own permits – and usually use their own expeditor to do it. Once the simple paperwork’s drawn up and the contractor signs it, it just takes a day, maybe two to have a permit in hand. If your contractor included pulling permits in his bid – then you’re already paying him for the privilege, have him do it.
