Full Stop Work Order Court Case: Attorney?

We received a “full stop work order” because a DOB inspector “saw signs of work” being done in an unlocked vacant apartment (tools out, lumber etc). We have to go to a hearing in a few weeks and I’m wondering if we need an attorney and if so, we’d like to get some names. It appears the violations start at $1,000 (?) so it doesn’t seem to make sense to spend $2500 on an attorney for what would appear to be a very minor infraction. In fact, since no actual work was being done and nobody was there when the inspector came I’m not sure how DOB can prove it’s case but perhaps that’s where the lawyers step in? So, advice and possibly attorney suggestions appreciated. Many thanks.

Full SWO civil penalties are generally $5000, no matter what it says the the paper that the DOB guy left
