Bldg contractors damaged the rubber covering, and I think also one of the pipes, to my mini-split. Does anyone have a recommendation for someone to fix it, or what type of contractor I should call? Not sure it requires a mini-split installation contractor.

The rubber covering is simply insulation that you, or any reasonably able person, should be able to replace easily enough. The copper lines inside of that insulation, however, carry the coolant and it’s my understanding that if you leak there you will need to have the line replaced (possibly patched), and then the coolant replaced up to the appropriate system pressure for your manufacturer. That’s something a licensed HVAC tech should do.
