You can call the city agency his license is under and start that way. Assuming he is licensed!

The DOB Inspectors’ names are on the final inspection so I’d bet that’s not the issue….but who knows what motivates people to walk away from a job. Usually it’s lack of money but when it’s not it’s typically a personality conflict of some kind.

Unless he is covering work he did not do this does not make sense. If he has a permit, his name is on the work. Having the Final Inspection gets him removed from the project. A plumber is literally stuck on that job until he Signs Off or someone takes over; technically he cannot even retire when he has an open permit.
“NEVER PAY UNTIL THE JOB IS DONE. Hold at least 1/3”
No Tradesman would complete his work up to Sign Off and hold off 30%. My three previous companies collect 95% after completion of Physical Work and leave 5% until Sign Off. That being said, holding 5% does not mean much because it may only be Sign Off and 5% but you would need to get another License to take over the permit and their work which is normally a lot more than the original (and a lot more than 5%). This is good advice to start but can easily be worked around.
I know no one on this forum wants to hear it, but General Contracting is a fancy term for organizing a jo b because it is a lot harder to do than most people assume. All these problems can be solved with proper meetings, paperwork and contracts ….unless they are unlicensed or fly by nights that is (to go back to my original rant)
