Renewing Expired Plan Approval and Landmark No Effect Certificate?
Hello. I got plan approval and Landmark certification of no effect back in 2012 to build a deck on my 3 family. But I couldn’t get the money together to actually build the deck until now. The plan approval and Landmark certificate are now expired, but I had a structural engineer review my plans and he doesn’t see anything that has changed in the code since then, so I am anticipating that I should be able to get approval again. I got one bid from an expeditor to withdraw the existing Alt-3 for the deck and resubmit it and then renew the landmark permit, pull the permit, and do the inspection, for $6300. This seems high to me for a plan that I think should be easily approved. I am wondering if anyone has had luck getting expired plans and landmark certs approved again. I’m also wondering if I can do some of this — such as withdrawing existing Alt-3 — or even all of it myself. Alternately, can anyone recommend a more reasonable expeditor? Thanks!

I did this a while back, using Fellner to file it. TR1s included subsurface investigation (soil bore), subgrade inspection, cast in place concrete and several structural steel inspections – welding and bolting I think. A company called Twin Peaks did those that the applicant of record couldn’t do.

Thanks for this. I talked to Fellner and he was way more reasonable than the first expeditor I talked to, although he mentioned the potential need for a bunch of TR1 inspections, which I wasn’t anticipating. Not sure anyone commenting on this thread has filed a deck anytime recently, what TR1 inspections were required? This is just a standard 8 foot deck with supporting colums in poured concrete.

AFAIK DOB forwards all applications from Historic Districts to LPC which will issue a no-effect certificate if the work is minor enough.

I second Fellner. Not sure if he will do Landmarks though. If you have drawings and and your structural consultant will sign and seal them you can do landmarks yourself.

Anything beyond two years requires re filing the job application. Basically start from scratch again.
