Proposed law requiring sprinklers in brownstones

@soslope: i hope you get some likes for your post as at the base of it all you are correct. but someone else referred to this proposed law as government “overreach” and as a small business owner, all i keep seeing is legislation that costs us more without any give back and usually the legislation arises because someone who has limited resources did something they shouldn’t and they make the rest of us pay. i can see the self closing doors and that makes good sense. but a sprinkler system? do small landlords really have this money? or buildings with rent controlled units in them. will the legislation allow them to pass some of this along to the tenants? there is nothing wrong with letting people who might leave doors open pay for what they might do wrong just like business owners and homeowners have to pay for what they might do wrong. spread the responsibility a little.

Hello everyone,
My block association recently found out about a proposed law that would require houses above 40 feet tall (which most 4-story brownstones are) to install a sprinkler system by 2029. This would be financially disastrous for homeowners and aesthetically destructive of historic homes. The prime sponsor is Barry Grodenchik, but 12 other council members are also sponsors, including Robert E. Cornegy and Laurie Cumbo. It’s terrible that the city council would try to impose such financial hardship on struggling middle-class homeowners, including older people on fixed incomes. There is a hearing on Dec. 2 at 1 PM. I’m amazed that the issue has been covered so little, if at all, in the media. It would be awful of this law got passed under cover of coronavirus darkness because no one knows about it. Can someone at Brownstoner consider writing about it? Homeowners, are you aware of this bill? This bill would be catastrophic for homeowners in places like BedStuy, where lots of homes fall into that overly broad category of 40+feet The cost of installing a sprinkler system is astronomical and even giving people 10 years to comply doesn’t lessen the blow. Simply put, this is a handout to developers. Most people I know don’t have 60K sitting in a bank account to spend on sprinklers. People will sell, houses will flip and developers win (again).

I live in Bed-Stuy and I agree it will be catastrophic. As a regular middle-class person I don’t know if I can stay in my home if this law passes. I saw a figure that over 217,000 row houses in NYC would be affected. The fabric of NYC will be torn apart if we don’t prioritize ordinary people over developers. But this is not a done deal!! I’m planning on attending the hearing on Dec. 2. Please, inform other people, repost, and contact your councilperson! Does anyone know of any organizations that might get involved to support homeowners in this fight?

We’re in BedStuy too. I think the Community Boards are a good place to start. I wonder if the office of the public advocate can help? This is clearly a grab for real estate and it must be stopped. As far as organizations, I think the Brownstoners of Bedford Stuyvesant would be key (for BedStuy, specifically). On a broader city-wide level, maybe Alliance for Human Scale City, which fights overdevelopment and advocates for the preservation of contextual neighborhoods. On a hyper local level, block associations with emails, letters and phone calls to city council members.

I’m surprised the law is so vague. It says sprinklers would be required, but what type of system, on what floors or rooms? Is plastic piping allowed, what flow rate requirement? Is central station monitoring required? It does not reference a standard like NFPA 13R or 13D on the existing building code. Some systems are not that expensive, but then again if the flow rate of the existing water supply to the house is inadequate a homeowner might also have to pay for a new water supply line from the street and that is quite expensive.

It’s terrifying that the city can potentially impose such expensive requirements on homeowners. If they think this is such an important proposal, why not fund it? These old houses are very expensive to maintain as it is. It’s s if politicians want to make sure only the rich are property owners here.

Start a petition.

Unfortunately from what I heard through a connection at the DOB and the FDNY, it has backing due to safety concerns from Entrance and Exit times; though the boots on the ground that spoke about it agreed with the forum!

I heard today from a staffer at Robert Cornegy’s office that the bill was drafted in response to a fire at Trump Tower where someone died. Well, a townhouse in Brooklyn has no absolutely nothing in common with Trump Tower. I have a 3-family brownstone that has a fire escape on it – it’s not a 20 o 30 storey building! The city has to stop overreaching when some high-profile disaster strikes and they draft a law that applies to a whole bunch of other structures that have absolutely nothing to do with it. People backing this as written are seriously out of touch with reality.

@philindc makes a good point. At least according to legistar, nothing has happened with this bill since 2018. I don’t see any action taken on it since it was introduced. I’m assuming this one died in committee.

Right, sorry I missed that link before. Just read the applicable section of the building code, and as drafted, the legislation would only apply to buildings of more than two dwelling units. It appears to be primarily focused on dormitories and care facilities.

I had a lengthy exchange with Mr. Cornegy on FB about this. The legislation is a response to the fire at Trump tower a few years ago, and city council is trying to legislate that but catching many townhouses in the wake. Basically it would apply to any residential building 40 ft or taller. A lot of brownstones would be caught up on this. There is a hearing on December 2.

Also Mr. Cornegy doesn’t seem to understand the impact this will have on homeowners. Someone ought to remind him that as a Borough President candidate, he is about to toss a bunch of votes down the toilet if this continues.
