neighbours refuse to use blinds

any suggestions on what I can do to make the neighbour use their blinds esp at night?

Can you make them do anything? Probably not.

Practically speaking, there are two kinds of neighbors who don’t use blinds – those who are unaware that anyone can see them, the thought just hasn’t occurred to them, and those who are more the exhibitionist type.

Letting the first kind know that you can see them will result in them being a bit mortified or feeling like they are being spied upon, causing them to quickly remedy the situation; that will not have the same effect on the other kind, and they may get some satisfaction from knowing you are watching.

Why not assume you have the first kind and pretend you are doing them a favor and let them know? Nothing to lose.

I presume you are seeing them naked and/or engaging in sexual activity, because there’s no reason to expect clothed people going about normal daily activities to use blinds, even if you’d rather not see them working, cooking, etc., though some people do complain about that.
