we were able to take energy tax credits when we put in certified double pane. not sure if that program still exists (this was over a decade ago) and not what you are looking for but it helped.

Are the original windows still in place? Check out the book (and others like it) “Working Windows.” You maybe able to rehabilitate them to better than new yourself (over time), and with interior or exterior storms, they will offer better energy efficiency than new windows.

The NYS historic tax credit program is amazing! You should know that you can apply for it each year, so keep that in mind when planning the work. The team in Albany is great and the application process is very straight forward.
