If you care about the hawks we have in the city then be careful what poison you use. Many of them kill birds when the birds opportunistically snatch up a rat scurring around not under cover after it ingests poison. We would have more natural rat predators to keep pest numbers down if we implemented more exclusion services and less poison. I had a landscaper successfully use dry ice before closing up garden burrows with metal mesh and concrete reinforcements at perimeter

Don’t replace with riverstones only. Underlay with landscaping to prevent weed growth, and then with mesh metal on top of that, and reinforce edges with concrete so the mesh metal is fixed in place like rebar. Otherwise rats like to bypass the center of the reinforced garden area and peel back the edges to skip tough chewing thru metal and stone

We had a pest company say that once they start nesting somewhere it’s hard to stop them, and I think it was because of the scents. Maybe replacing the soil and using some enzymatic cleaners (like Nature’s Miracle for cats/dogs) could help?

Have you tried those things you stick in the ground that emit some kind of frequency that keeps them away? Don’t know what they’re called but a couple I know had success with them.

I had some success. Used traps and poison to aggressively kill over 2 weeks. Then putting mothballs and more poison in the holes and refilling. Then scrubbing all possible routes they were taking to the garden with diluted vinegar to remove the scent. They follow established routes by scent apparently. if you are going to use poison, sometimes you have to use a lot of fast killing product at once to get them all so they all die. if you do not kill them all, the survivors will come to realize what they poison is and they will not go near it.
the other school of thought on this is to kill them slowly using something a little less toxic. then they do not realize what is doing it and they all slowly croak.

we put chicken wire down below the surface and surrounded the plants and trees, then covered up with river rocks. so far so good…

First step is to locate all of the burrows, then fill with Dry Ice, fill the holes with dirt – the CO2 will put the rats to sleep… forever. I do not believe this is legal in NY, however it 100% works and you can source dry ice from https://brooklyndryice.com/
Then as mentioned above, lay wire mesh and top with landscape fabric and decorative stones if you wish to stop any further burrowing.
