If you care about the hawks we have in the city then be careful what poison you use. Many of them kill birds when the birds opportunistically snatch up a rat scurring around not under cover after it ingests poison. We would have more natural rat predators to keep pest numbers down if we implemented more exclusion services and less poison. I had a landscaper successfully use dry ice before closing up garden burrows with metal mesh and concrete reinforcements at perimeter

You could also look into rat repellents, which are sprays that can be used to make the area less attractive to rats.
