We are thinking about replacing the internal staircase between our parlor and garden floors that was removed in an earlier renovation. Any sense of cost for such an undertaking?

It really depends what you want to do. If you just need access and don’t care what the stairs look like at all, you could probably get something built for 1-2k. If you want stairs with a nice railing and balusters that match the rest of the house, you’re probably looking at 5k-7.5k. Add another 1500-2500 or so for demolition, sheetrock/plaster repair, painting etc. If you’re installing the stairs to convert a 2-family to a 1-family and need to change the CofO, add another 50k-1 Million for sprinklers, architect, and renovation.

What would be the reasoning for changing the CofO? That seems like a lot of additional expense to legally change a house to a 1-family.
